Kitchen Remodel Permits in Clark County and Nearby Cities

By the JDI Construction teamReviewed by Arthur Kulchitskiy, CEOUpdated October 20265 min read

Quick answer

Outside Vancouver city limits, the building, plumbing and mechanical permits come from Clark County (unincorporated areas and Yacolt) or from the city the home is in: Camas, Washougal, Battle Ground, Ridgefield, La Center or Woodland. Electrical permits in all of those places come from Washington L&I. Check the exact address first, because a Vancouver mailing address does not prove city jurisdiction.

Clark County has nine separate permit jurisdictions that a kitchen remodel might fall under, and they do not all work the same way. The building permit follows the city or county the home sits in. The electrical permit, everywhere except inside Vancouver, comes from the state. This page sets out who issues what as of October 2026, how to confirm which jurisdiction an address is in, and where the rules differ from the City of Vancouver's. For the city itself, see do you need a permit to remodel a kitchen in Vancouver.

Caveats on La Center and Yacolt

La Center. The city's building page says: "For mechanical and plumbing work on a residential remodel, separate permits will be required." We found no sentence on La Center's own site about electrical permits. The L&I entry rests on two things: La Center is not on L&I's list of cities that run their own electrical programs, and a Clark County handout revised in 2013 names La Center among the places where L&I issues electrical permits. Confirm with the city at 360-263-7665.

Yacolt. Clark County's current building page confirms that it reviews and inspects building permits in "the unincorporated areas of Clark County and the town of Yacolt". The 2013 county handout adds that Yacolt residents "will need to provide us with a letter of approval" from the town. Whether that letter is still required in 2026, and whether plumbing and mechanical permits for Yacolt are also issued by the county, could not be confirmed. Call Town Hall at 360-686-3922 before you apply.

How to check which jurisdiction an address is in

Do this before anything else. Community names and mailing addresses are not reliable guides.

  1. City of Vancouver map. The "Do I Live in Vancouver?" tool asks for your street address and shows a flag at your location. "The incorporated city limits are shaded red."
  2. Washington Department of Revenue tax rate lookup. This is the tool L&I recommends. Enter the street address and zip code. "If no city is named under the Sales & Use tab, the address is in the county named. A city name is present only when the address is within a city." L&I notes it is highly accurate but not guaranteed to be up to date.
  3. Clark County Property Information Center. The county's parcel lookup is the third check. If two tools disagree, call the county Permit Center.

Unincorporated Clark County

The Clark County Community Development Permit Center is in the Public Service Center, 1300 Franklin Street, third floor, Vancouver, WA 98660. It is open Monday through Friday, 8 am to 2 pm, and "Appointments are required for in-person services". Phone 564.397.4078, email permitservices@clark.wa.gov. Applications go through CC LMS, the Clark County Land Management System.

The county requires a residential permit for "Additions, alterations and remodels to existing structures" and for "Adding or removing walls". Its exempt list reads: "Painting, carpeting, cabinets, countertops and similar finish work". It adds that exempt work "still must meet building code requirements as well as local code requirements".

The county's small alteration permit, the ARS, covers a minor alteration with "no plumbing or mechanical work", such as "removing a non-load bearing wall". Which permit type applies to a kitchen remodel that does include plumbing and mechanical work is not stated on the county page, so ask the Permit Center. Fees and permit types for the trades are in plumbing, mechanical and gas permits.

County inspections

Requests must be in "by 10 pm the day before the requested inspection", and the county states that next day inspections are not guaranteed. Request by phone at 564.397.2477, by text at 866.714.5489, or online. Inspections run between 8 am and 4 pm Monday through Thursday and between 8 am and 3 pm on Friday. Electrical inspections are requested separately from L&I.

The electrical split affects scheduling as well as paperwork. Washougal, for example, requires electrical work to be approved by L&I before a framing inspection is scheduled. The details of buying an L&I permit, including the owner permit, are in electrical permits for kitchen remodels.

Working with a remodeler across jurisdictions

A contractor who works across the county should know which office and which portal your address uses before the first drawing is made. JDI Construction is based in Vancouver, and our city pages cover kitchen remodeling in Camas, Battle Ground and Ridgefield. The full list is on our service areas page. Once your permit is issued, kitchen remodel inspections explains what happens next.

Common questions

Does my contractor need a local business license as well as state registration?

In some cities, yes. Battle Ground states that contractors must have a Battle Ground Business License or Endorsement. Woodland states that its city business license must be obtained before a permit is issued. Ask any contractor working in those cities to confirm they hold it, in addition to Washington contractor registration.

How long does a remodel permit take outside Vancouver?

It depends on the jurisdiction, and few publish a figure. Woodland publishes 1 to 3 weeks for a residential addition or remodel, depending on the extent of the work, and 2 to 4 working days for a stand-alone mechanical or plumbing permit. Clark County publishes rolling 12-month average processing times on its Permit Center page. Check the current figures there.

Does Clark County accept paper plans?

No. The county states that it has implemented electronic plan review and is no longer accepting paper submittals. Applications go through the Clark County Land Management System (CC LMS), and anyone with an online account can apply.

When does a Clark County permit expire?

The only county statement we found is in a handout revised in 2013: an application expires if the permit is not picked up within 180 days, and an approved permit expires after two years. Treat that as unconfirmed for 2026 and ask the Permit Center at 564.397.4078.

Is Woodland in Clark County or Cowlitz County?

Both. Woodland straddles the two counties, and the city tells applicants to check jurisdiction with either county assessor. Building permits come from the City of Woodland in either case, and electrical permits come from the L&I office in Kelso.
